Introduction

The GFATM (Global Fund to fight AIDS, Tuberculosis and Malaria)-Round 7, Counselling Component grant was awarded to Tata Institute of Social Sciences (TISS) in April 2008. The project is named Saksham, a Sanskrit word, which means, "Capable" or "Self- reliant".

The objective of Saksham is to strengthen human and institutional capacities of the national health system in the field of HIV counselling to achieve and better meet the long term goals of the National AIDS Control Programme for HIV prevention, care and treatment.

Saksham is a partnership of 38 institutions of higher learning, led by TISS. This is the first time in the history of the Global Fund that a university system is awarded a grant.

Saksham works in close alignment with the national HIV/AIDS programme by supporting regional/state level responses. Saksham believes in adopting consultative processes and it has invested greatly in relationship building and engagements both horizontally and vertically.

Evidence based planning, results with integrity, commitment to quality, non- duplicative work, value for money and the 'rights' framework are some of the core principles that guide Saksham.

TISS as Principal Recipient, is responsible for overall grant management and has a fiduciary relationship with the Global Fund. Saksham is accountable to the India Country Coordinating Mechanism (India CCM) and guided by a Steering Committee which comprises of the three principal recipients of the GFATM, Round 7; NACO, India Nursing Council (INC), and TISS. The Steering Committee is chaired by the Secretary, Department of AIDS Control and Director General, NACO.

Saksham is currently in its fifth year. Given its consistently good performance during the programme period (2008-2013) the Global Fund has extended the Saksham programme for another year from September 2013 - August 2014. Finalisation of work plans for the extension period is currently in progress.

1. Saksham's E-learning Course on Gender & Sexuality

Saksham's first E-learning course suitable for master trainers working on gender, sexuality and HIV/AIDS has been uploaded. The course titled 'Gender and Sexuality', has been developed by Talking About Reproductive and Sexual Health Issues (TARSHI), Delhi.(http://www.tarshi.net/) This course deals with the connection between gender, sexuality and HIV/AIDS, ethics in counselling and issues related to dealing with specific vulnerable groups.

This online course with six modules, and each module with five lessons, includes knowledge-check questions, quizzes, self-reflection queries, best practices, case studies, and audio-visual exercises.

2. Training on Meeting SRH Needs and Rights of Survivors of Gender Based Violence

Family planning Association of India (FPAI) has organized a two day training in Mumbai on Meeting Sexual and Reproductive Health Needs and Rights of Survivors of Gender Based Violence. The training will be held from 24th to 26th July, 2013 (10 am to 5 pm), with the idea of enhancing awareness about the sexual & reproductive health consequences of violence against women and needs of women survivors. It also aims to strengthen the capacity of health care providers, NGO professionals to meet the needs of women experiencing violence, from a human rights perspective.

3. ICAAP 11 in Bangkok, from 18 to 22 November 2013

The International Congress on AIDS in Asia and the Pacific (ICAAP) is the largest forum on HIV/AIDS in the region. The Congress will offer delegates dynamic learning experience, and great networking opportunities through a variety of programmes and activities. What's New In KMS

Training Films in Resources section

Continuing with our mandate to develop training material for the various counselling professionals under the National AIDS Control Programme, we bring you AVIRAT, designed as reference material for strengthening the capacities of Saksham master trainers.

AVIRAT is essentially a series of films on counselling training pedagogy. These films are in addition to the resources developed by Sakshamto supplement the NACO training manuals. In some of these films the content has been retained to help the trainer better understand the issues.
