| Introduction |
|
The term Saksham comes from an Indian word which means, "Capable" or "Self- reliant". Saksham is a five year programme (2008-2013) supported by the GFATM (Global Fund to fight AIDS, Tuberculosis and Malaria), to enhance the institutional capacities of key counsellor training institutes to undertake capacity building and counselling supervision for counsellors under the National AIDS Control Programme.
The programme is a unique partnership between 38 academic institutions that are working in close coordination with the public health system (NACO & SACS).
Tata Institute of Social Sciences is the Principal Recipient and it works in partnership with six Sub- Recipients (SRs) and 32 Sub-Sub-Recipients (SSRs) located in 24 states, NCR and one Union Territory of India. With the recent roll out of Counselling Supervision programme, Saksham now has an all India outreach.
Saksham is committed to transparency and accountability and follows GFATM's performance framework, data quality measures and risk management processes. Core principles that guide Saksham's programme implementation are, evidence based planning, results with integrity, commitment to quality, non-duplicative work, close alignment with the national programme, value for money and the 'rights' framework.
